So how does one go about finding an inhuman monster that
A. Can teleport
B. Be anywhere in the world
C. Does not, as far as we know, require sleep or nourishment
and D. Has it's own special plane of existence to retreat into that we normal humans can't reach?
Well the best way I can think of is find out where he currently has an interest and just stake out one of those areas until he shows up.
How does one find out where his interests currently lie?
Two possible ways.
1. Read the blogs of those currently being hunted by him and hopefully getting them to inform you of their location so you can stalk them and hopefully catch him in the act of stalking them.
2. Hunt down his minions or their blogs (What kind of servant of a dark master tells people about his day to day operations?) and find a way to get them to spill information or blood.
Which way should I attempt. Well one seems much safer so we'll try that way first. Now I just need to find a good runner blog to track.
